No not the Manor Mafia expose but the little snippet from the current edition:

Hartlepool meanwhile elected a man in a monkey suit — the local football team's mascot who stood as a laugh but who then, to his surprise as much as everyone else's, turned out to be quite good at the job. Stuart Drummond is still mayor of Hartlepool, but earlier this year he had his budget overturned when he couldn't raise enough support for it in the council chamber.
