Prospective winter lockdowns - contingency plans?

If this article is correct, there's something rather disturbing lurking in the background. Potential 'firebreak' lockdowns (suggested for the October school holidays & Christmas) should the NHS struggle due to factors including flu and staff shortages. Surely the NHS is there to protect the public - not the other way round!

I'll be surprised if there isn't a surge in cases somewhere down the line.
What can be asserted without proof,
can be dismissed without proof.

That may well be the case - what disturbs me is that lockdowns are being considered for reasons other than Covid.
