The USA is rife with ding-bat crazy 'Sovereign Citizens' and 'First Amendment Auditors'. Basically it is a way to be obnoxious, get under peoples skin and instigate a reaction/arrest which is then posted on You Tube.  Sad  pathetic losers with no life of their own.
