Wasted time even writing a report about it. Extra charges inevitable with Cash incentives for them to make changes just like the cash they get for every house approved to be built.

So...what do HBC do when residents don't take up their generous offer but instead put their grass clippings in a bin bag in the green bin?  Will HBC charge people to dump the green waste at the Burn Rd site next?  How about, in order to save some money, start by selling all the crappy property that the 'previous idiots' bought, ie, The Shades.  Scrap the allowances for Committee chairs...and see how fast they'll run away!    And stop blaming 'austerity' from the Government.  The previous Labour run Council of HBC spent money like it was going out of fashion, gave millions away to 'community orgs' and 'apparently' some councillors even had a little business  sorry, Charity sorry, Charitable cause!  Where did the money for that venture come from?

Everyone knows where it came from and where it went. However as the burglars hold several council seats  a nod and a wink meant there was no chance whatsoever that any meaningful investigation would ever be  set up. By rigging the rules of any 'investigation' you make sure you do not stumble across anything awkward. Things might change if the burglars lose all their seats and realpolitik is no longer a factor.
It is still the same Titanic only now a new gang of name-changing chancers have  grabbed all the deckchairs. After making sure they have their own personal  lifeboats  the Captain  ordered full-steam-ahead in the direction of the icebergs.
