PURPOSE OF REPORT
7.1 A valid application has been submitted for the development highlighted within
this report accordingly Hartlepool Borough Council as Local Planning Authority is
required to make a decision on this application. This report outlines the material
considerations in relation to the proposal and presents a recommendation.
BACKGROUND
7.2 Planning permission (H/2010/0539) was granted on 18 January 2011 for the
'siting of four storage containers for storing animal feed, tools, equipment and
fencing, siting of toilet block, erection of animal pens and fencing and rabbit house'.
The permission was granted on a one year temporary basis. Planning permission
for the development therefore lapsed on 18 January 2012.
PROPOSAL AND SITE CONTEXT
7.3 The site comprises an area of agricultural land to the west of Catcote Road,
located on Summerhill Lane. The site is currently used for the purposes of a
community urban farm which was granted permission in 2007 (H/2006/0765). As set
out above, planning permission was further granted for the siting of containers, toilet
block, animal pens and fencing as part of the development.
7.4 The application seeks consent for the retention of five storage containers and a
portacabin for the purposes of storage of animal feed, tools and equipment, toilet use
and office facilities on a permanent basis. The containers are currently sited within
the frontage of the site adjacent to the access and car parking of the site. Further to
those works, the application also seeks consent for the retention of four single storey
sheds within the adjoining field for the purposes of sheltering animals. To the front of
the sheds are pens for the use of the animals. Finally there is an area to the north of
the site fenced off for a riding area and pony paddock. The fences are less than 2m
in height and therefore planning permission is not considered to be required by virtue

The Application and Site
8.1 The site to which this application relates is an industrial site, located on Ainsley
Street just off Mainsforth Terrace. The surrounding area is characterised by
industrial uses including scrap yards and waste recycling facilities. To the south of
the site is the former Whitegates Garden Centre site which is the subject of a
separate planning application (H/2010/0700). The site itself was formerly used as a
vehicle recycling facility and is occupied by a large single storey building at the
eastern end of the site. At present the site is occupied by a large stockpile of
mattresses which are proposed to form the basis of the operations for which
planning permission is sought in this instance.
8.2 The application seeks consent for a change of use to a mixed use development
comprising mattress recycling, tyre recycling and end of life vehicles (ELV) recycling.
The application seeks consent for the provision of four recycling bays for the storage
of waste material, with recycling operations to be undertaken with recycling
equipment contained within the aforementioned recycling shed. The process will
largely focus on the recycling of mattresses which will involve separating the
mattresses received from public and private sector sources into scrap metal wire and
a fine flock material, both of which will then be transported off-site for sale. The tyre
recycling will also involve the shredding of tyres, again for sale off-site. The ELV
recycling is a continuation of current practices on site.
8.3 The aforementioned building was granted planning permission in 2006
(H/2006/0163). A previous planning application was submitted in 2010 for the
change of use to a waste transfer station (H/2010/0143), however, the application
was withdrawn in anticipation of the submission of this application.
8.4 The site is proposed to operate between 8am and 5pm Monday to Friday.
Publicity
8.5 The application has been advertised by way of site notice and neighbour letters
(5). To date, there have been no objections.

that could lead to a mistake if you where using the initials on say a cheque  :o
A councillor is an elected representative of their ward, not their political party!
Councils need communities but communities don't need councils
Party politics have no place in local goverment

The address it was registered to rings a bell too. 244-246 Catcote Road . . . Ah yes, I remember now. That's the old address of the building that housed both the manor residents association and the who cares north east company. The organisation that Angie Wilcox went to jail for for ripping off.

Seems like a reasonable choice of place to base the company from at the time I suppose.

Anyway, there's nothing new here, Steve Latimer made HBC aware of this many years ago. So presumably they had no concerns about it.

This forum shouldn't deal with innuendo, only facts.

And the fact is, Wilcox was ripping off the tax payer and she was acting ALONE. A "lone wolf" is how she was described by several Labour councillors.

A thick as pig s#*t lone wolf who masterminded fraud and made half a million quid disappear all on her own. That's the facts people, let's stick to them please and not go pointing fingers.  ::)
