The planning committee waives a possible £27,000 from a developer that would have gone to local schools and then two weeks later cuts the schools budget by 1.5%. Go figure.

You're forgetting that Wells was the previous owner and told everyone that he had sold it 'for a paper loss' which means what looks like a loss isn't a loss at all.
