Anyone interested in such things might want to take a look at the following link.

The main point appears to be that Purdah has no legal backing but is more of a Code of Practice or Convention by which Local Authorities (or Governments) do not make any announcements during the Purdah period which may be construed as intended to sway voters.

It doesn't apply to the Press which makes The Mail's stance on these matters a little puzzling. It normally, for example, prohibits letters on its letters page which relate to the elections. Others may argue that an election would be a good time to expand the letters page.

The fact that Purdah doesn't apply to the Press is evident during General Elections when the daily papers are full of little else on the run-up to the election.

The Hartlepool Post does not accept nor abide by any restrictions during the Purdah period on the grounds that it has an important role to play in facilitating debate.

The Purdah period for the upcoming local elections begins on April 7th

Interesting.
How would the three in the Manor be seen with their spending of their budgets on disposal of white goods etc if it extends into the purdah period?
