Actually he's completely right.

Just as the other 'savings' announced last Thursday that were put into a pot that will go towards paying for a living wage for all council employees. So it hasn't been saved at all, it's just been put to one side to be spent on a possible pay increase for the public sector. If the living wage doesn't go ahead it'll only be spent on a pet project.

Where exactly was is the money saved?
