I think this is the 4th attempt to improve traffic flow at the Raby/Middleton Road crossroads. It would be interesting to know what the total amount spent over those 4 attempts has been.

A case of "If at first you don't succeed try, try and try again - after all, it's not YOUR money you're wasting."

Yo make the mistake of many. Assuming that 'improvement' is the aim.
It is not.
The work is being done because it can be done.
Cost is not a consideration.
'Improvement' is way down the list of  percveived advantages.
Money is being spent.
This allows those councillors living withing a 100 mile radius of any such improvements to boast:
I have improved the infrastructure.
I brought X number of jobs to the area.
I injected X millions  of economic activity into the area.
I listened to my constituents.
I lobbied hard for the improvements.
I really am the most perfect person you could ever elect.

The 'work'  itself is the thing rather than the outcome.

Perfect example is the way the trees on Victoria road/York have been torn down every 20 years or so and replaced with ............other trees.

Makework schemes from makework councillors on the make.

It scares me how councils appear unable to plan effective road systems with all their staff and expensive planning.

Yet when children make themselves race tracks etc they rarely create congestion.

It will end up a quarter of a million pounds....I think we all know WHICH contractor will receive the juicy contract.
