From today's Mail; is it just me, or does this look like Hartlepool is a very, very small player in this scheme ?

The minimum number of participants to be recruited in this area includes 79 in Hartlepool, 249 in Darlington, 199 in Middlesbrough, 140 in Redcar & Cleveland and 355 in Stockton.'

This is a bit c**k-eyed. Would you not think that such funding would be prioritised according to need. I'm not sure if either Hartlepool or Middlesbrough has the highest 16-19 unemployed rate at the moment, but it certainly isn't Darlington who will have 249 places supported rather than Hartlepool's 79.
Somebody has been asleep on the job here.
