Ambulance congestion

Watching a couple of prorammes on the subject last night. So ambulances were bsdically queueing at A&E departments waiting to deposit their patients. However, what made it even more farcical was how it appeared that the problem was being caused by patients turning up at A&E depts. It would appear you are now expected to self diagnose yourself before proceeding to the correct point of service ...... might I suggest people in need of treatment are going to go where they perceive they'll get the best treatment straight away and not go on some time wasting diversion.
Might I suggest the problem is that if ambulances are queueing, there's a shortage of A&E depts ...... blaming the users  is wrong,  try asking the providers, after all the service is there for the users, not the providers, who appear to reside in another world.
What can be asserted without proof,
can be dismissed without proof.
