What do you think this means in plain English?

Quote13.08 Decision making in partnership with other bodies
The Council, a Councillor or an Officer acting through any partnership
arrangement will follow such proper procedures which have been
agreed with that body for the purposes of those arrangements.

The above quote is taken from the 'Decision Making' section of the proposed new constitution.

As far as I can see (I may well be wrong though) the above does not feature anywhere in the current constitution. But it certainly appears in the draft of the new one.

Could someone perhaps explain it? My concern is, could 'another body' be a Community Interest Company or residents association or such like? The whole 'arrangement will follow such proper procedures which have been agreed with that body for the purposes of those arrangements" sounds a bit like 'double speak' to me. Also, what are the 'proper procedures'? It sounds awfully ambiguous to me.....

Perhaps we should all ask our Councillors to explain it.

Or it could be CAB practicing his double-Dutch before on the hope he is going to Brussels
