In the past three years, 294 public organisations have faced suspension over their use of the database containing details of car registrations and driving licenses and yes, Hartlepool was one of them.

HBC was suspended from having access to the database between 26th August 2010 and 5th October 2010 because of 'audit issues'.

Hartlepool were also one of the biggest (ab)users of the RIPA powers.

Ha Ha Ha there's two authorities that should never be mentioned in the breath..... as I'm sure anyone who's been on the receiving end of either of them will testify!

The driver and vehicle licensing gestapo (where the customer is always wrong, and we want your money and we're gonna have it) and Hartlepool Borough council.

Like two peas in a pod.
