It was a dig at someone named as 'Dirk Van Der Valk' who (it seems) had promised someone (living near Hartlepool) a column in his 'newspaper' (Hartlepool Life perhaps?) but now appears to be stalling.


For everyone under 50 this is where  the 'Van Der Valk' parody comes from. The music  ('Eye Level' by Simon Park Orchestra)was No 1  in the charts for 4 weeks in 1973
