The real story behind this is the way the Finance and Policy Committee were bounced into sanctioning this after they were told that their quick agreement was essential if the deal wasn't to fall through.

We now know that 'the deal' was far from cut and dried, there was no need to bounce the Finance and Policy Committee into agreeing anything and the rush was all about Labour being able to announce the cash windfall and what it would be spent on immediately before the May local elections.
