Perhaps the Twitter Post above tells us what we need to know. Someone is clearly miffed at someone else letting the cat out of the bag.
So a cabal is exactly what we have here. A group of labour councillors dispensing with all caution over the public purse in order to throw money at their own strongest ward for their own political advantage.
Dodgy accounts and two even dodgier Directors, yet they were still prepared to hand over £1m in funding not only with no strings but knowing full well that the organisation receiving the money was already out of control.
