The only one of our local areas to get an overall 5 rating was Middlesbrough. Hartlepool and all the rest of TVCA (and County Durham as a whole) were rated at 4.
Make it dire employment prospect. Couldn't find any other area with a zero rating but at least getting the latest fake facebook updates is highly available for all and the claimed masses of tourists as well.
