£550,000 to be spent on Rossmere Park

That seems to be HBC's problem - spend large amounts on projects but don't have the money to support them.  Church Street is a prime example, with it already looking scruffy and rundown.  I'm sure Jackson's Landing will go exactly the same way.
I'm not being negative, it's just a case of we can't afford to create areas that need maintaining - problem is HBC can't say no to grants.  Nothing is free and there is always a cost attached, so if we have no money that cost is an overall reduction in public services.  Though on the positive side we must have tidiest Recycling Centre in the North East - if not the UK!

The problem with the grant system is that there isn't the leeway to ring fence a percentage of the total to use as a maintenance budget.....
