Title: Disabled Offenders?

Looks as though we have some disabled people carrying out community service.  Noticed on Coronation Drive having their pre-work cuppa / smoke.....does the community service clock start ticking when they are picked up or when they start work?

Its a make-work scheme where the main aim is to provide  people (like you?)who moan about soft sentences something they  can be fobbed off with when you complain. In the past it has been misused by at least one private landlord who got his block of flats tidied up and repainted for free because he knew the right people.
The 'work' is done in short 1  hour bursts and the rest of the time spend running around on 'toilet breaks' and  various errands. The trick is to find an out-of-the-way spot where you can see the  inspectors sent around to check up on what is going on coming and leap into action. Its not the fault of the people running the scheme.The blame lies with those who  keep it running  for no other reason than to shame those on it.
Incidentally you are forbidden from photographing them and if you get seen and someone complains you will be tackled.
