Fred, they've been doing it for years, they've even used the facilities of local schools before. The only difference this time is that council officers have gotten so fed up of the abuse that they've gone public.

The investigation will take far longer than it should. SAB will plead ignorance of the law and 'an arrangement' will be made whereby the calculated cost will be reimbursed to the council by the labour Group and that's what the Press Release will say.
