I find it somewhat baffling...
I wonder if it was because it was between two candidates from the same party 'fighting' for the same seat. I imagine it must be legal, but I can't see a way around it.
The baldy old bloke won and when I read his plans for Rossmere, I was underwhelmed to put it kindly, really banal and unimaginative. Drawing a straw seemed fitting in this case.
Suppose that an 'all out' election tempts parties to try to take a ward in full. This time it backfired somewhat.
It did backfire, another one exhumed from the political mausoleum.
Back to the future eh....?
