I wonder, was this a slip of the keyboard?

That's probably because they couldn't fight sleep and there was nothing in it for them

Nail, right on head.
The problem is the  transfer of all the groups that work in/around the court. All those jobs are now in 'Boro Town Centre and the spending potential also moved there.
It is the slow exodus of all the reasonably well paid jobs south.

For the past15 years, the very things that make a town a town have been remorselessly picked off one by one in a slow but relentless ratchet style.
The jobs that accompany them and the jobs that service them go as well, you lose the shops and cafes these people use as well, they're never coming back.
Also, the use of the term 'Cleveland' I find a puzzle. Cleveland field in 1996, is the corpse going to be resurrected still some future date.
Odd that Peterlee warrants a magistrates court, yet we don't?
Just a massive sign to me that the delusional Teesside metropolis's capital ( aka Middlesbrough)) foundations were being laid a while back and places like Hartlepool on the fringes would become dormitory estates. We're feeding their ego. What next to join the migration?
