The poodles may be leaving but their master is not. One of the first thing Shane did was make a deal with the SCAB cabal to give him control of the council. He made sure CAB got a chair and in return he was promised the group would not vote against Shane. Grubby back-room deals that proved Shane was just as much a carpetbagger as the rest of them.
