The site is very hard to navigate. There is no way of knowing if any new photos have been posted other than to trawl through every single sub-section and check manually. You can spend a long time looking to find there is nothing new.
There are lots of pages with no photos at all. I presume as they will be filled later but if so so why bother using the page?
They also seem to have become fond of 'Then and Now' comparisons but post the photos edge-to-edge rather than top and bottom. This screen aspect gives a strip effect with acres of empty space top and bottom and they can only use small 600 x 600 historical photo. Photos this small are of no real value.
And lastly there are a few schoolboy howlers in the captions.
Good idea but let down by chaotic implementation..
I like the photos but I note a problem that crops up every time someone starts a site like this-they start thinking they (and they alone) own all rights the images and complain when they are posted elsewhere. The 'Old Hartlepool Photos' Facebook page

has been a target for their ire because people repost the pics there. If you do not want people copying them then why post them in the first place?
It is a particular problem to me why Local History Groups start by asking the public to donate photos and then as soon as they have a large collection they restrict access or plaster huge copyright signs over all the stuff they were given for free.

I'm not totally sure but I think this is some sort of project by the Library people.
It has a HBC Copyright notice at the bottom - which pretty much confirms what you say. A bit odd when you can go on the National Gallery and download a Turner or two for nowt.....
