why are they buying properties while claiming that they're broke? Shouldn't the money be going into services that they are cutting?

They will be buying properties via a bank etc, they sold all the Council houses off before because I believe grants were more readily available to a housing association.
I have no problem as long as the current stock is providing a decent return.
