The first budget of the current administration has yet to be voted on and, until then, it remains a recommendation.
Thus the statement you highlighted is true.

Semantics,. Fact is the proposed increase is near the top end of the allowable increase:

The total of 3.9% is less than the forecast national council tax referendum limit of 4.5% to 5% – the point at which council chiefs would have to hold a public vote in Hartlepool to approve the rise.

Shane has proposed an increase and that means he intends (unless something prevents it) to raise Council Tax. This intent is in direct  conflict with the pre-name change election bumpf.




I am quite happy for the faithful to waste their time  trying to wriggle out of that  reality.
