Inspector Knacker

Driving down past the bottom of the Burn Valley and my oppo noticed white random spray paint lines on the path. Is it the work of an illiterate graffiti 'artist' or a piece of contemporary public art the cabal have splashed the cash on?
It's hard to tell nowadays.
What can be asserted without proof,
can be dismissed without proof.

probably marking for repairs
having said that judging by some of the so-called repairs I wouldn't bother  ::)
