According to the agenda of the meeting, seasonal parking charges for the Headland were to be 'debated' alongside the Seaton Carew charges.

However the minutes show the it was decided not to introduce charges on the Headland.

...and as they have one Labour Councillor at H&H, as long as he behaves himself, parking charges will be off the agenda, however ...

Let's not allow Labour to succeed in having wards fighting against each other. The answer is NOT to introduce parking charges on the Headland; the answer is to SCRAP them in Seaton.

So the process they used was approve the charges at a Neighbourhood Services prior to a Full Council Meeting just before Christmas then, as the minutes hadn't been produced, stop any discussion at the Full Council Meeting later that day, even though details were on both the HBC and Hartlepool Mail sites.  Quickly approve them at the next Finance and Policy Meeting and enter a Trial Period thus preventing the need for consultation prior to their introduction, as the consultation will take place during the Trial Period - I may have missed some relevant steps, but that's the gist - simples

Unless we can come up with a very very strong case they won't be scrapped at Seaton and the same process as above will be used at H&H if the new councillor doesn't behave

By the way does anybody know which councillors are attending next weeks public meeting?

Well said.............what the parking charges in Seaton have done, is to alienate 3 or 4 thousand people who will probably vote for anyone but Labour on June 8th....... Great work by Mad Dog and her committee

Serious question, where are you supposed to park to attend the consultation meeting ?

Would be good to know who from HBC will attend the meeting.
I would put money on MD not being there.

She'll probably send a representative as all questions on the matter now have to go straight to Peter Devlin.

From the Councillor Profiles this the makeup of the Neighborhood Services committee -

Beck, P         Member           Labour   Hart
A-Belcher, S   Vice-Chair   Labour   Jesmond

Though by now it wouldn't surprise me if Beck and SAB have both denied any involvement in said committee

What no Seaton or Headland councillor you may say - another committee not being formed as per the constitution - 1 Labour Councillor too many with an Independent / PHF missing - probably at work when they meet

The councillors in attendance will probably be the Seaton ones

Hardly, seen the results around the rest of the UK? Marxist lefties / Momentum members such as you may have infiltratrated local Labour groups just as you have done in Hartlepool, but this is all (thankfully) making Labour unelectable in all but a few parts of the country.  :)
