Wouldn?t be a problem as they are replacing like for like and there would have been an access road for maintenance I would have thought for the previous transmitter.

In their favour I don?t think you can just buy that sort of equipment of the shelf then organise contractors to instal it, no idea how manage to place equipment at the top of the structure, I suppose some has to climb up to connect everything up ?
