is there a Government Department who actually monitors this?  Or is it nothing to do with the Government....just a cosy little arrangement between dodgy developers and dodgy councils/ councillors?

could well be bonny lad I worked on Richardson st/Rodney st they go out for rent
good gaffs for the price I thought seems to be in the minority tho
A councillor is an elected representative of their ward, not their political party!
Councils need communities but communities don't need councils
Party politics have no place in local goverment
