The internets a big place, so this was realtively hard to find. It's only been viewed 272 times, so presumably either it's well hidden or perhaps is recent? Who knows.

Looking at the site, the last photo is dated over a year ago, so doubt that it's the same initiative...it also appears that there are/were no restrictions regarding eligibility to use this facility. 

I suppose it's like a charity shop; the website does state 'All the money raised in this Project will find it's way back into OFCA's other Project to help the local community', although details of the other project aren't given.
