It's probably based on the number and % Peter Jackson got versus what Tim Flemming got. I think that's how they do it so it's like for like in terms of the previous incumbent versus the new one.

but then it's meaningless. That was over two years ago and there have been two other Labour/UKIP contests since - a bit selective don't you think?

It is complete rubbish. The figures are  'falsified' in  order that UKIP can boast how well it is doing. Let that sink in.  A national political party is  so desperate for good news that it elevates a council seat in a northern backwater into a great victory. Shows how pathetic they are. 
Maybe I read too much in though.............perhaps some fool gave Tom the task of working out the figures and did not check before  placing them on-line!

Interesting that in the same week UKIP made national headlines for winning a council seat, this information seems to have largely avoided the national media.

UKIP to Labour. Very bizarre ideological shift. But then principles can be sold very cheaply when it comes to local politics.
