To my recollection, councillor movement has always been from the Party's to the Independents. I can't recall any councillors going in the other direction. Candidates are different - some candidates bounce around from party to independent to party until they finally find one that helps them get elected  if the timing is right. Principles or core beliefs don't seem to come into it.
