This was covered on Newsnight last night and again on the Victoria Derbyshire show this morning where it was mentioned that two serious reviews into the case are underway. The murder took place in December 2014 when the present Chief Executive   was Director of Children's Services. It is totally inappropriate therefore that she is involved in any way with any sort of enquiry and because of her current position, I would suggest that HBC should not be carrying out any enquiry itself.

If we had any sort of properly functioning council then they would have recognised this conflict of interest themselves already.

Angela Wrightson Murder

THE Teeswide Safeguarding Adults Board and Hartlepool Safeguarding Children Board have explained the details of the independent multi-agency reviews which will be undertaken following the Angela Wrightson murder trial.

In accordance with a request from the Crown Prosecution Service, the reviews could not start until after the trial was concluded, but have been planned for some time.

Two Hartlepool teenagers – 13 and 14-year-old at the time - were found guilty of Angela Wrightson's murder at Leeds Crown Court on Tuesday 5 April 2016.

An independent Safeguarding Adult Review is being undertaken by the Teeswide Safeguarding Adults Board regarding Angela Wrightson and independent Serious Case Reviews are being undertaken by the Hartlepool Safeguarding Children Board regarding the two teenagers.

Both Boards have commissioned the independent reviews on behalf of all of the agencies involved.

Deborah Jeremiah will lead the Safeguarding Adult Review into Angela Wrightson whilst Jane Wiffin will lead the Serious Case Reviews into both teenagers. They are, however, working together to undertake the three reviews to make sure that the maximum amount of learning is realised.

Both individuals work nationally and are independent of the local area. They are experienced independent reviewers are fully trained in the review methodology recommended by the Government.

Both reviewers will also be assisted by national experts including in mental health and child criminology.

Ann Baxter, independent Chair of the Teeswide Safeguarding Adults Board, said: "This is a tragedy for everyone involved and the Safeguarding Adult Review will consider all the circumstances leading up to Angela Wrightson's murder.

"Deborah Jeremiah is a leading expert in her field and I am sure that she will leave no stone unturned in identifying whether any lessons can be learnt by any of the agencies involved."

Dave Pickard, independent Chair of the Hartlepool Safeguarding Children Board, said: "The purpose of the Serious Case Reviews is to determine whether the actions taken by the teenagers, leading to Angela's tragic murder, could have been prevented by the agencies who were involved with the teenagers.

"The Hartlepool Safeguarding Children Board will also ensure that, if it becomes evident from the reviews that lessons need to be learnt, those agencies act upon them.

"Events like this are extremely rare and we owe it to Angela to learn everything we can and, where necessary, share those lessons nationally.

"Jane Wiffin is a leading national voice in children's safeguarding, who has undertaken a number of previous reviews, and we look forward to receiving her findings."

The reports will be made public.

Equally perverse perhaps is the fact that Wells was in the nationals yesterday calling for the names of the girls to be released, but we find out in today's Snail that the council has spent thousands on Queen's council to have the names suppressed ?

So, can we expect the UKIP councillors to propse that HBC instigates a Full & Independent Inquiry into the facts surrounding the Wrightson case, at the next Full Council Meeting ?

Would you indeed? And you'll continue to sit at the back, sitting on your hands, wondering if anyone else is gpong to do anything about it.

The 'independent' enquiries currently underway consist pretty much of all the agencies who helped bring the situation about in the first place examining the possibility of any of them doing anything wrong. It will take forever; long enough to ensure that some of the heat has been taken out the subject and then a statement will be issued telling us that 'improvements have already been made to ensure that such a terrible thing ever happens again.'

Then everyone will go back to their respective offices and catch up with their mileage claim forms.

There are lessons to be learned but it will be a miracle if they are.

Sorry LE but the Public Sector never learns, never listens, never seriously consults and nobody is ever held responsible.
I agree with Stevel, we will hear the same old platitudes (it's about time they learnt some new ones) maybe an apology or two and back to doing nothing.
It's not the front line staff that are at fault but the managers and, in this case, the Hartlepool Councillors. It is the Councillors' job to oversee the executive and to ensure that it, the executive, does its job. IT IS NOT the role of a Councillor to become involved in the daily running of the Council as too many of them do here. The buck stops with the Chairs of Adult Services and Children's Services.

UKIP have officially instructed a Full Independant Enquiry , and yes it has been noticed that the agency`s involved are those that are instrumental in the serious case reviews,  in other words they are investigating themselves but then isn`t it always so.
