Yep Steve I made a boob. It was so close to the one I had read about UK Councillors that I didn't read the URL properly. I was searching for the English  version but was in a bit of a rush. Apologies will try and find the correct one when I can.

I wouldn't be surprised if they were very similar...at least to most English authorities. I doubt if there's an adequate description yet of how HBC operates; English has its limitations.
