Yes but.........there are no 'Stagecoach-only bus stops that have the electronic timetables fitted. For instance none of the most used Stagecoach stops around the town centre or on York Road (bar one) have these timetables fitted.
There are 3 of these signs in the town centre.One on Victoria Road that is not working. 1 on York Road near the Odeon and 1 on the stop over the road from the Odeon.  The one over from the Odeon is an Arrive/Go Northern stop-it has the electronic timetable-and the stop next to it is the Stagecoach only stop-it does not have a electronic timetable. In fact the only Stagecoach visited stop that has the electronic timetable is the one on York Road next to the Odeon and I am confident that is only because Go Northern /Arriva use that stop and Stagecoach have nothing to do with its installation. 
So I think we can safely say Stagecoach/and/or/as well as the Council  have no interest in giving Hartlepool passengers the same benefits as their Teesside passengers.
Surely Stagecoach have kept their side of the bargain by installing the equipment on all their buses however if the council and the people responsible for the bus stops have not kept their side of the bargain who is to blame.
If stagecoach stop at the bus stop with the equipment fitted it shows their service, Ritchie's club, hospital stop etc

Again that is bus stops shared with by Arriva/Go Northern.  Why are there no  timetables at Bus stops used only by Stagecoach?
Is it some dastardly Council plot to only fit it to bus-stops for services travelling north of Hartlepool??

No idea is it something to do with the company who supply the shelters, is it to do with Tees valley connect, who knows.

Tees Valley Connect more than likely. The council was responsble for timetables. Are Tees Valley Connect the ones who stuck  up bus stop signs everywhere, including places buses haven't stopped for years?
What can be asserted without proof,
can be dismissed without proof.

Yes that's them, when the service 4 was withdrawn the flags were not altered
