   Has James declared the above on her "register of interests  " within the council....?   If so it should have been noticed by the Borough Solicitor and she should have been nowhere near meetings etc. regarding the introduction of illegal charges for waste disposal/ recycling of materials. etc ... - but I wouldn't swear to the name at the end, the writing is as bad as mine and being a photocopy doesn't help.

I would say its a quite deliberate deception.

She would have known about the appointment well before the date she signed the declaration but it gave her time to settle in and think up another money making scheme.
