Summerhill, Mother's Day and what the weatherman would later tell us was the warmest day of the year so far. The car park was (almost) full, lots of families and kids on the play areas and others walking their dogs.

I really think Summerhill has the potential to be a massive asset to the town, it's a great space, however, it does need some tlc.... improvements to the boundary walkway so wheelchair users can use it, improvements to the pathways through the trees and shrubbery would all help to make it the place it could be.

Having said that of course, the fact that the cafe doesn't open on a Sunday is ridiculous, even (9am to 3pm) would be acceptable, but the p**spotical logic of the LabTor Mob knows no bounds......... by there very nature social amenity spaces need to be open and accessible when the people likely to use them are actually there.......

Investing council tax payers money in a facility and then not opening it is simply nonsensical, but ohh so typical of a council that lacks even rudimentary business skills, Hartlepool really does deserve so much more from our political leaders.

Summerhill really is a toilet- god knows how they can describe it as a farm. We need to get shot of all these pseudo projects, sell the land and spend the bloody money fixing this town, then again that would involve getting rid of Mizzz Dummer n Dummer and Crannible to prevent more visions .

Re.OFCA Community Farm.

I am alone in thinking that the answers to questions below are not what you would want to hear if you were thinking of sending your kids or grandkids to the the community farm, the answers are obviously correct however, it does seem as though the council doesn't have any control over what happens at the place.


Further to your e mail of 07 February 2017, I am now in a position to provide you with responses to the questions you raise.  For ease and clarity, I have copied your questions into this e mail and answered under each point. As many of the points you raise relate to public protection matters, I am copying Sylvia Pinkney into this e mail who has provided information to inform this response.

HBC Public Protection Team visited the site in August 2016 when advice was given regarding health & safety and health protection. In particular this was based around the industry code of practice 'Preventing or controlling ill health from animal contact at visitor attractions'. In addition regular visits are made regarding animal health & feed hygiene. It should be noted that as the provision is ran by volunteers and there are no employees, the local authority does not have mandatory powers.

To respond to your questions:

1) Are there adequate segregated m/f toilet facilities with running hot & cold water

At the time of the visit in August 2016, there was no provision of sanitary accommodation on site and the organisation was advised that they must make adequate provision. The visit noted adequate hand washing facilities were provided.

2) Are there adequate messing facilities with the facility to clean utensils, plates, cups etc etc

Basic facilities are provided on site for the consumption of food, at the time of the last visit this was packed lunches which were prepared elsewhere.

3) Are there adequate first aid requirements on site ie, first aid box, defibrillator etc etc

A first aid box was provided at the time of our visit

4) Are there adequate First Aid facilities with a trained first aider on site whilst children & adults are on site

This is not a requirement of the public protection inspection.

5) Are staff adequately trained & certified to deal with children, young adults

The provision is a voluntary and community sector organisation and as such staff are not required to be trained or certified.

6) Are staff adequately trained & certified in animal husbandry

Regular animal health / feed hygiene visits are carried out by the public protection team, however there is no requirement for persons on site to have specific qualifications or training.

7) Are staff adequately trained & certified to the required standard in Health & Safety matters

There is no requirement for staff to be trained or certified on health & safety. See also responses to Qs.8 and 9.

8) Are staff adequately trained & certified in the statuary COSHH regulations

A COSHH assessment was available at the time of latest visit and advice was given however there is no requirement that staff are trained & certified in COSHH regulations.

9) Is there a current Health & Safety plan in place for the facility

It has been assumed you are referring to the safety policy statement. Since there are no staff there is no requirement for a written document.

Aces at OFCA's Urban Farm provides out of school activities, on evenings, weekends and during holidays.  Protective clothing-safety equipment maybe required.  Young people raise own funds for activity.  The farm is open to 11 to 25's.
