The new business rates will be applied from April 1.
50 percent of the sums raised will go to the council, 50 to the government.

Appeals against the rates are addressed to the council, which will keep them busy.

The government intends that eventually the council will retain all of these rates and thus "due diligence" will become of more importance?

I note that rates are levied from the biggest enterprise (power station) to the smallest, cash machines and public toilets!

Car parks are rated too, and if owned by the council is potentially subject to an appeal to the council.
This could see them disappearing up their own passage.
