Among the recommendations of Michael Heseltine's report today are the establishment of a South Tees Development Corporation and the promotion of tourism  but there are a couple of salient observations; the most salient being this:

"The working age population of Teesside is approximately 417,000 compared to a total number of jobs of just 292,500. In comparison, the North-east has a working age population of 1,246,300 and 870,000 jobs"
In other words, there are 417,000.people chasing 292,500 jobs.

Or in English 375,000 people seeking jobs who will find nothing unless they move out of the 'North East'.
375,000 people who can not get a job near home no matter how hard they try.
'We' are buildng the 'executive houses' they are going to buy!
