Perhaps someone should be telling Tom what his policy is or is UKIP's only real policy to wait until it figures out what will score best with the electorate before deciding what it's position is.

Personally I think anyone who abstains just lacks the balls to stand by their convictions. I don't want my councillors (which is not Springer or Hind) sitting on the fence, I might not agree with them but at least I'd know where they stand and have some respect for them for not being scared to admit it!
