WHO EXACTLY IS IN CHARGE OF HEALTHCARE IN HARTLEPOOL?

Because whoever it is / was, they have done a fuckin' brilliant job of dismantling it.

Whether healthcare 'professionals' national bureaucrats or local councillors and local people on various scrutiny committee's and groups have just aborted any responsibility as far as I can see having come back to the town after a long time away.
After getting rid of A&E, doing their best to get rid of the hospital in its entirety to sell for housing, shifting dementia patients to Middlesbrough last year.

Now they're closing the mental health care unit Sandwell Park which only three years ago  was the "only adult mental health ward in the country to receive a perfect score for the standard of care on the unit". You have to start thinking this was all a grand masterplan, and those on watch either fell asleep, couldn't be arsed or had their own vanity agendas (Mr Wright)

You couldn't make it up .....

To be fair, the story in the Mail doesn't say it's closing.  Just that it currently doesn't meet the standards for Section 136 provision.

The trouble over the past few years, is how we're that what we have be it A&E or a host of others is thst they're not up to standard.
Which begs the 'bleedin obvious' question ......what were those in charge at the time, if their facility was falling below  the required standard..... doing or not doing for them  to be allegedly incapable of continuing in use.....?
If you were the captain of a ship that was fully functional when you took over and within a few years was a death trap, questions would be asked as to how this came to happen.
What can be asserted without proof,

If this is true then I really don't see how, with the same building layout, one year it could be given a perfect score and then, a few years later, deemed to be unsuitable. This sounds like a certain hospital that I know of which, at one time, had a 3 Star status only to be told a few years later that it was 'not fit for purpose'.
