They are all it. Lib/Lab/Con they cling to their allowances with a passion they never show for their constituents. The rules mean nothing to this breed of 'I deserve it'  leeches.

I've long since come to the conclusion that the guidelines set for councils are so free-and-easy that almost anything is permissible. One of those examples of what happens when civil servants set the rules of the game and when organisations are left to police themselves. I'm reminded of the MPS expenses fiasco and the then much-overused phrase 'it was within the rules'.

It was the slackness of 'the rules' which most shocked the public.
Diplomacy is the ability to tell someone to go to hell in such a way that they look forward to the trip.
