So the public's saying keep it basic but keep charges down? Interesting to read the paper's own poll, where (currently) over 87% of readers reckon that councils have enough slack to trim without affecting the elderly/vulnerable ... doesn't seem to echo claims from within the town halls.

Surely this is a mistake. I thought the 'trigger point' was 2%

Yes that is correct 2 percent trigger is for next year 2013/14.

The 3.5 percent  trigger was for 2012/13.
