Lots of identifying marks on the Church Square roundabout........... is it going to be modified?

A lot of the markings appear to be around potholes/sunken block paving, as if marked for repair, however when i passed a couple of days ago there were people using a theodolite to survey the area, seemed a bit over the top for locating areas of the road that need repairing but i suppose that could all to be to do with computerised mapping of the areas needing attention.

Or,

HBC spend thousands for a survey to prepare plans for predestination, spend thousands to fill in/repair potholes, then, dig it all up, lay a 'pedestrian friendly' surface, then, as an after thought, try and work out how/where to route traffic.

Which is more likely ?
