I believe the car park charge issue mattered 10 years ago but now it is too late to make a difference to the town centre.

The rumours about Boots in the Shopping Centre seem to have re-surfaced and do ARGOS really need two Hartlepool stores? Now that M&S is going, a domino effect was always on the cards.

In 1999, when the parking charges were first introduced, we were told that the money raised would go to subsidise the buses but it soon turned into being nothing more than a back-door supplement to the already high council tax - and we all know what happened to the buses.
