The constitution of HBC specifically prohibits anyone from the ruling political group from Chairing the Audit and Governance Committee. This is because the A&G Committee is supposed to act as a scrutiny committee to the main Finance and Policy Committee - which is Chaired by the Council Leader CAB.

My point is that everyone knows that you couldn't fit a razor blade in between the Labour and Tory Groups and that they are in effect operating as a coalition. In other words, the main scrutiny function of Wells' committee has been well and truly compromised deliberately and by design.... and just in case you're not convinced..... Wells' deputy on the Audit and Governance Committee is Stephen Akers-Belcher who, when he chairs the committee, has the job of scrutinising the decisions of his partner, Christopher.

It's a Korean style fiddle which is a true reflection of what CAB meant when he said that the committee system would be more democratic - he actually meant 'more easy to control'.  They get away with by not signing a formal coalition agreement.
