A tale of 2 councils

Hartlepool man submits pre planning application for an extension on his property, nothing major just a small extension to the rear of his house....
Due to covid, (apparently) he hears nothing from HBC for around 2 months...

At roughly the same time a gentleman residing in Stockton, submits an application for a garage/porch extension on the front of his house, again nothing major.
Within one week Stockton man has a reply, telling him a decision will be made on his application within four weeks from the date of submission.

Hartlepool man finally gets response from council telling him a full application will be required due to the following (illegible) reasons,
please contact us (on the following) if you have any questions.....
Hartlepool man attempts to contact council, to no avail, so submits full planning application in the dark...

Meanwhile Stockton mans plans are approved, 4 weeks to the day after submission, 3 months later extension is complete.

Hartlepool man perseveres, and finally gets approval 5 months after Stockton mans extension is built!

Cheaper council tax, too! I know someone who's moved from a one bedroomed (band A) flat in Hartlepool to a detached, two bedroomed bungalow in the suburbs of Stockton (band C). I'm reliably informed that (with the single person discount) the band A council tax for Hartlepool was c. £87 a month - the band C Stockton one is c. £114! And I've been shown the paperwork, too ...

Probably the lone planning officer left at the council had to fit it in around doing the 3 other jobs they were delegated due to the rest of the staff being laid off to safeguard executive salaries balance recent budget cuts. The guy who works in planning got round to sorting it because they got rid of his school crossing role this week
